Newbie question about allies

Hello! First of all, please sorry for my bad english, I do my best... 

I have a question about allies rules.

"Allies can participate in archery and skirmish actions when the fellowship is at their home site" I understand this part, but...

Can I use the special ability of the text box in any time of the game or only when the fellowships is at the ally home site?
