Merry, from o'er the brandywine...he is my favorite Merry! Sure
Loyal Companion is good but he requires others to be assigned when he skirmishes, but the Brandywine version's pump is always there as long as he has his trusty sword! I also like you choice of Sam. That is my fav Sam as well.
I personally would throw in 1 or 2 "
Bounder" to keep from getting overwhelmed and 1 or 2 "
Not Feared in Sunlight" to cut down on the disease known as 'nazgul-death'.
Lastly, Ket_the_jet is right...SPLASH Gandalf. I use Gandalf for support in every deck where I need a little extra...eerrr...support. In fact, I think Gandalf is useful in just about every deck. BUT, it's your deck and your style, so if you really want to use Gondor/man, I would use
Boromir, Son of Denethor...he can pump hobbits with +3 so it fits your theme of fighting hobbits. You could use him only as support than then fight occasionally to avoid being swarmed.
