As title suggests: can I use Elessar's Edict in response to Saved from the Fire?

No, not in the way that you think. Saved From the Fire has a cost, and that cost has to be paid in order for its effect to take place. If you were to use Elessar's Edict in response to the Wraith being killed, you wouldn't be able to take the 3 [Gondor] cards into hand.
