I'm pretty sure this has been discussed before so I attempted to search for the card in the database in the archives and i didnt get a result so maybe i just did something wrong. Anyway here is the question.

Can shoulder to Shoulder to Shoulder be used to add twilight even if there isnt a Dwarf or Elf to exert. Here is an example.

Say you just have Gandalf, The Grey Piligrim and Frodo, Old Bilbo's Heir in play, no allies or anything. Can you use Shoulder to Shoulder to add [4] so you can get rid of a Deep in Thought from your hand?

Sorry for this post cause I'm pretty certain it has been discussed before but couldnt find the thread it was in after searching.

What I was thinking but for some reason I post I did find elsewhere made it seem like you could use it to pay the cost of adding the twilight not pay the exert and get no effect.

Exerting is a part of the cost, so no.
All cards do what they say, no more, no less.

Yeah that's what I thought but like i said in another thread they made it sould like it could be used to flood the twilight pool in the manuever with no effect and what would be the point of exerting you elves or dwarves just to add pool that seemed to risky in my opinion. I guess you could do it with allies but still not really worth it for the reason I wanted to try it. Seems I'll just stick with Sleep Caradhras.

I've seen it done pretty easily if you have, for example, Gimli, Bearer of Grudges as your RB and some elf ally.
