Card text says "at the start of each skirmish involving _____ you may remove 3 to wound a companion or ally he is skirmishing". Can you remove 9 twilight to wound that companion three times?

Easy way to remember:

Triggered actions (at the start of, if _____ just happened, etc) can only occur once.
Response: actions can happen as many times as you can afford to pay for it.

Examples would be The Witch-king, Lord of the Nazgul and The Pale Blade. The WK's text can only be used once per skirmish win; the Blade can be used multiple times.
All cards do what they say, no more, no less.
