Regroup order and twilight removal

I think a question like this has been asked before, but I could not find the thread nor the detailed regroup action order . . .

With cards like Aragorn, Heir to the White City and Habits of Home, is the twilight removed before or after adding the twilight cost for the next site and the twilight cost for the number of companions when moving?

The twilight is removed before any tokens are added for moving.

To add to this question, what is the correct order of operations when moving? I know there are cards that trigger at different times (when the fellowship moves from this site, each time the fellowship moves, when the fellowship moves to this site, etc.), but I'm not sure what the correct order is. Is it: Moves > Moves From > Moves To?
