Yes, problem is in the phrasing of "spot a stacked..." you cannot spot them. But it's ok to say "if there is a stacked card...". Or you could say "spot a condition with a stacked ... on it"

Anyway:
"Crushing Blow" now should be able to give +3 Strength bonus

When the witch king wins a skirmish, an exhausted Frodo is able to "exert" (and take no exertion token as he is exhausted) to avoid taking a burden. I don't know if the nazgul event that has the same effect has the same issue, but it might be worth checking as well.

The code looks fine, can you provide game replay link, and on which site it happened and what card you wanted to play/played that was not cheaper?

got a few bugs since reset. these may be existing ones not fixed yet or ones that have been attempted to be fixed and are still bugging out, but here they are.

the site 1 that says discard 1 card to make frodo str+1 until the end of the turn is not giving the +1 bonus until the end of the turn. the +1 bonus is disappearing as soon as you move to site 2.

when the ring bearer is exhausted and the witch king's text when he wins a skirmish is triggered, you are allowed the option to exert frodo and place no token for the exertion even though he is already exhausted. this may or not be a bug i dont know, i dont know if the comprehensive rules allow this to be fair play so clarification would be appreciated.

also, when the ring bearer is exhausted, you are still allowed to use the rare version of the one ring to exert frodo and place no token for the exertion, just like when he is exhausted in the example above. again, this may or not be a bug, im just not 100% sure on what the comprehensive rules state.

- "Bag End" now adds Strength until end of turn
- "Ever Watchful", "To Mordor We Will Take You!", "The Witch-king, Greatest of the Nine", and "The One Ring, Doom of Free Peoples" will no longer allow to choose to exert an exhausted character

Frodo's Pipe allows the Free Peoples Player to heal multiple companions during the fellowship phase even though the card says (limit once per phase). It might be worth another look to see if the other pipes allow the same thing.

@Hobbit_Lad: I'm curious, why not have your pipes trigger "at the start of the phase"? I know Decipher used this to limit things like Bow of Minas Tirith (I'm sure there are earlier examples, but I can't think of any atm). I thought limits were more for the amount of quantity gained from the effect rather than number of times used (like in Trust Me As you Once Did)?
