Question about witch-king lord of nazgul

So after long years my old friend ask me to play lotr tcg again...
I have an old shadow ringwraith deck that wants to corrupt the ring bearer. I use the "The witch-king lord of nazgul" in that deck and i don't know if i'm using that card right.
The question is: How many times can i exert the witch-king when i win a skirmish (he have 4 vitality points)?
my strategy is to win the skirmish, exert the witch- king till exaust, wounding the ring bearer multiple times till he wear the ring and them i finish frodo using "wraith-world"
Can i really exert him multiple times or only once per skirmish?

You can only do it once.
If the card read "Response: If the Witch-king wins a skirmish, you may exert him to wound the Ring-bearer twice." Then yes, you could. But because it says "Each time" you cannot perform the action more than once. It's the difference between Band of the Eye and Tower Lieutenant.

My friends wont forgive me i think, So many battles  corrupting Frodo so easily... They hate so much the witch-king and now they will laugh at him.
I will need to reconstruct my entire deck to be functional.

Not sure what format you're playing in, but if you make the witch-king fierce, he will skirmish more often, so he can also win more often.  Several of the [Wraith] mounts do that.

i really don't know which format i play, i think it is "open" or "extended".
Here my shadow deck list:

You'll probably get more deck advice if you post in Lothlórien (https://lotrtcgwiki.com/forums/index.php?board=3.0).  What kind of sites do you use?  That will help narrow down the format.

He is still a strength 14, 2 wounds on the ring-bearer. (Plus TPB makes him a 17 damage +1)

 :o I just realized that LoA with TPB is the Balrog.
