After putting considerable thought into it, I still can't decide what culture Bree should fall into.

would work easiest since it already has characters like Barliman Butterbur and tons of Men support cards, though some split between

![Shire [Shire]](https://lotrtcgdb.com/forums/Smileys/classic/shire.png)
would make much more thematic sense.
In
Lands of Shadow I've tried to write each card to represent as closely as possible what transpires in book and film. That's why the new "Gondor Wraiths" appear as FP cards in the
![Wraith [Wraith]](https://lotrtcgdb.com/forums/Smileys/classic/wraith.png)
culture. It forces two cultures to work together which is what happens in the story. For that reason I'd like to put the village of Bree into this new set as both
![Gondor [Gondor]](https://lotrtcgdb.com/forums/Smileys/classic/gondor.png)
and
![Shire [Shire]](https://lotrtcgdb.com/forums/Smileys/classic/shire.png)
, using some unloaded keyword like
Breelander to tie them together.
Or maybe Bree should fall completely into the
![Shire [Shire]](https://lotrtcgdb.com/forums/Smileys/classic/shire.png)
culture, since their contact with Gondor is all but dead during the War of the Ring. I actually like this the most so far of the three options.
Any suggestions or criticisms?
