New Format: Manila Format

Hi! Just sharing the format that our small playgroup (of 3-5 people) is using in the Philippines. Feel free to try it out if you find it interesting. Comments and criticisms welcome!

LOTR TCG Manila Format

Allowed sets: 1-14 + 19, selected Hunters block cards

Overview:
This format aims to maximize the number of available cards and viable strategies while minimizing overpowered strategies and negative play experiences. It is inspired by the Austrian, French, and Pre-Shadows Multipath Formats.

Deck composition:
The deck should be composed of cards from any three blocks*. The Free Peoples and Shadow sides of the deck are considered separately, and different blocks can be chosen for each side. The following cards are not included in this restriction and may always be included in a deck: Sets 9, 14, and 19 (Reflections, Expanded Middle Earth Draft, and Ages End), Weta promo cards 0P56-0P60, as well as all Moria and Isengard culture cards, and all Ring-bearers (including 15C144 Frodo, Weary from the Journey; and 17R28 Faramir, Bearer of Quality)
 
Example: I can make a Rohan deck that uses cards from Towers, King, and War of the Ring blocks, as well as the Eomer from Ages End. This FP side can be coupled with an Uruk-Hai deck that mixes Uruks from War of the Ring block with Isengard conditions and possessions from Fellowship and Towers blocks, and Suffered Much Loss from set 10.

Sites:
This format uses the same site rules as Pre-Shadows Multipath format. The site path can be from either Fellowship, Towers, or King block. All sites in the deck should come from the same block. Cards that reference site numbers will work only on the specific block indicated by the card. Site numbers mentioned by FOTR block cards only apply to FOTR block sites.

Example: Severed His Bonds will cancel a skirmish if the fellowship is in TTT sites 1-4, but not in FOTR nor ROTK sites 1-4. Rivendell allies can participate in archery and skirmish if the fellowship is in FOTR site 3, but not in TTT nor ROTK site 3.

Ring-bearer skirmishes cannot be cancelled.
*Blocks= Fellowship block (Sets 1-3), Towers block (Sets 4-6), King block (Sets 7,8,10), and War of the Ring block (Sets 11-13)
