The officers, standing around, not doing much, startle as the telephone rings.  Officer SoP answers and his face starts to pale as he realizes they were all wrong.  Sirens wailing, they head to the victims apartment.  Inside they find a man with a keyboard on his chest.  The victim's name is qwertySMF.  On his forehead is a simple golden ring like the poem said "Unknown rings for the dead that could not be saved"

O dear, O deary me.
2 wrongful arrests, good for me, bad for you.

You'll have to do much better than that if you want any chance of catching me.

As I sit here eating my fruity snack, I realise who my next victim is: he should be found in Georgia.

Though AP isn't from Georgia he liked or still does like the Bulldogs of the University of Georgia. I will protect AP for the time being  If I'm not mistaken he also had a UGA bulldog avvie at one point on CC.

2 days and only 1 response - very disappointing.

I'll give you an extra day.

If this doesn't inspire you, one of you will die with the victim after this one.

As I approached the house of my intended victim, I saw that giving the Police the extra day worked against me.  Officer Lurtzy was stationed outside Peachtacular's house, saving him from a gruesome death.

Congratulations Officer, you used the time well.

Very well, in accordance with my own rules, the first clue to my identity is W.

The game continues:
As I watched Peachtacular's house, a speed-limited moving brown UPS truck drove by. My somewhat considerable knowledge in Middle-Earth characters and history presented me with my next victim.

Well, perhaps I made that one too easy.
NK has guessed correctly.

The next clue is T.

The game continues.
Depending on how you look at it the next victim is either:
300, 4
or
300, 11, 80, 90, 4

What's the deal with Incognito and deadlines, anyway? :P An X-mas killing would've been AWESOME, to show those donut-eating coppers that they should be working instead of kicking back and relaxing during the holidays!

Alerted by a strange smell coming from the apartment below, a neighbour calls the police. Detective Lurtzy answers and the 5 officers go to the apartment of CCCORNIV.  They find him in the bathtub, drowned, a strange but familiar odor coming from the water which the officers can't place.

In Roman numerals there is no O, R or N. CCC is 300, IV is 4.
In medieval Roman numerals O is 11, R is 80, N is 90.

A Boxing Day death is close.   I was slack and gave the cops more time (an early Christmas present from me), which they ignored.

Game on.
Whilst visiting Alcatraz (using Google Earth), I looked West and saw someone standing by the pylon.
The victim has been chosen.  I'm doubting the cops will save him.
