does making a comps special abilities not work also affect any possesions special abilities he bears? like if eomer has SG on him can he still use his spear to discard to wound?

No, it doesn't. Find the recent discussion on Crashing Cavalry for info on this. When a card says that another card can't use special abilities, it only applies to special abilities that are on the card itself.
