Well how can timezone differences be helped??
I am on gccg everyday/night and haven't seen Manuel on once.
Does this mean tourneys aren't for me 'cause I haven't played my match in 1 week?
It means you have a WEEK to arrange something that works for both of you... via PM's, Instant Messaging, whatever. If you are always on and Manuel isn't, then you should get the bye. Or... if your opponent isn't responding to your requests.

Manuel hasn't been on GCCG since October 13th. I'd call that inactivity for sure (2 weeks+).
The fact that I havent logged into GCCG doesnt mean I havent tried to play this game. In fact I messaged my opponent right when it was announced that we had to play, trying to arrange a given time, but in the end it was more like "see if we can find each other in MSN", which hasnt happened due to timezones (and yes, I have logged in there several times...) and because I rarely have time to sit in front of the PC and see whats going on. Usually I prefer to arrange a given time and make my best to be there, but this time we opted for the msn option, and that was a very bad mistake by me.
I agree that every round should have a deadline. If players havent reported their result by then, one of them should forfeit, or just call it a draw. I will try to play these games ASAP, but then again I strongly recommend announcing a deadline, even if it's more than one week, but it's something.
