Can O Elbereth Gilthoniel be used to cancel skirmishes in Towers Standard and Movie Block?

As far as I know, it can cancel skirmishes in Towers Standard. It cannot, however, cancel skirmishes in Movie Block.

Most people I've played with have allowed it in movie, if set 9 isn't allowed.

Sure, but set 9 is part of Movie Block...

The reason cancelling skirmishes with the Ring-Bearer was disallowed was because of the Alternate Ring-Bearers (Isildur, Bearer of Heirlooms with Curse Them? Craziness!)
