Digging through some old documents, I found a LotR CRD/FAQ from 2002 and it has the following to say about Bill the Pony:

When the fellowship moves with Bill the Pony to an underground site, the Shadow number of that site is reduced before Bill the Pony is discarded.

Resurrecting an old thread, but it's an important find! ES was wrong.

That makes more sense because Bill the Pony says discard when at an underground site, not when the fellowship moves too.

Looking back, that is a very interesting place I stuck Bill the Pony, given that he uses "when at". Does this mean I lose the GPs now?

well HttWC isnt efffective unless twilight is being added during the fellowship, its a great card but I think a lot of people think that he can remove twilight be added from the fellowship moving.
