He got an errata that was more of a clarification than anything else. It didn't change him.

I was wondering whether there was some sort of weird loop with that (such as a condition that said "Each time a [Gondor] companion exerts, remove [1]."), or what.

stewards legacy, you can prevent all minions from using special abilities, the same thing can be accomplished by combining him with elven guardian, which i do in one of my decks
