I am not sure, but considering that Reflections is not considered Return of the King block, I would suggest it is not.

Then again, Reflections packs were used as draft packs during King Block drafts. So who knows?

No, ages end is out of block. Same with the wraith collection, expanded middle earth, and reflections.
