Planeswalker – Rath
+1: Put two 1/1 Elf Warrior creature tokens into play.
-2: Destroy target artifact or enchantment.  
0: Until end of turn, Rath, Ascendant Hero becomes an X/X Human Warrior with haste that's still a Planeswalker, where X is the number of loyalty counters on Rath, Ascendant Hero. All creatures that are able to block him this turn do so.

C'mon... CLOUDS? Not seeing it. Clouds would relate to blue better. Fields? Oh, and it's WAY too underpowered, even with convoke. I'd make it indestructible, at least. And bigger. And probably give it lifelink or let it block any number of creatures. Dude, you're working on the realm of 10cc, COLORED! Go crazy!

I'd EASILY give it über-shroud (YOU can target it, opponent can't) and make it WAY bigger. Like, 10/10 bigger. See what Terastodon can do for less.

NOW we're talking! Of course, I'd play Progenitus over this every single day, though, so something needs work. Also, Plains, Path to Exile kinda make it suck.

Meaning, if you're behind on the board he sucks. You must have a creature to one-up him efficiently, he can't bash the turn he comes down and he can lose half his loyalty for an underpowered effect that won't even be useful most of the time, and which you can get at instant speed with Naturalize? I'd add haste for his last ability, and make his - ability destroy target non-creature permanent.
