The clarification says: "The strength bonus derived from this condition is based on the lowest number of tokens on either card. For example: If there are two [Elven] tokens on Final Count and three [Dwarven] tokens on My Axe Is Notched, the strength bonus is +2."

Is the original card text wrong here? That the effect is triggered only when there are the same amount of tokens on each card..?

It's merely a clarification, because some playes thought you had to, say, spot 2 counters on My Axe is Notched and EXACTLY 2 counters on Final Count, so they issued the clarification to let you know that you can spot LESS tokens than the card have, meaning exactly what you said: if there are 2 tokens on My Axe is Notched and 3 on Final Count, you CAN spot them to give a +2 strength bonus, rather than gaining no bonus until you put a counter in My Axe is Notched and then start getting a +3 bonus out of the blue.

I suppose this is true also for other cards where you have to spot a certain amount of tokens(Gandalf, The White Wizard, Keep Your Forked Tongue)?

Yeah. Thing is you don't need to spot everything that's in the board.

Leokula gives a perfect example to simplify this: you can always "fail" to spot anything the game tells you to, facing the consequences as appropriate. So, if you have a card that says to spot 3 twilight tokens and there are 7 out, you can fail to spot the other 4, only spotting 3. Same with the conditions, in the example I gave before, you can fail to spot the third counter on Final Count. Makes it easier to understand?
