This has likely been addressed somewhere I just want the post to be easily accessible so I don't have to tell someone to go ripping through the archives. I have run into a large number of people who have hit site 5 and played the balrog from their decks after playing power and terror and saying that it's legal.  It's not though because the site and card are both actions correct?
