What is the order?

I have always found this confusing. can ulaire enquea lieutenant of morgul exert 3 times in a row to wound a companion 3 times? or do I have to exert 1 time and wait for the free peoples to pass and exert 1 time and wait for the free peoples to pass etc?

Each player gets a turn starting with the free peoples. So yes, you exert once for a wound then allow the free peoples player to take an action or pass then you can go again.

However, you can't, as you were saying, exert him 3 times in a row. You have to wait for the freeps like nappy said. Shotgun enquea isn't Railgun enquea, for good reason.

additionally, the freeps player has a chance to RESPOND to each wound. therefore, they can chose to prevent the second one and let the rest by. or let him exert and whip out an unheeded.
