Aragorn's Bow and Pavise

I was just theorycrafting a little bit and wondered...

If someone is using Aragorn's Bow, Rangers Longbow and I have a Bill Ferny, Agent of Saruman on the field with a pavise, and no minions weaker than him (are there even any minions weaker than him lol??), would the Freeps be unable to use the bow due to the pavise or would it just skip over ferny and go to the next weakest minion?

I'm inclined to think it would jam up the bow, but just wanted a second opinion.

Bow does nothing if the weakest minion on the table cannot take wounds.

By the way, Ted Sandyman, Chief's Men's Ally is weaker than Bill Ferny :D
