I have (3) "Goblin Armory" conditions in play. I play one Scimitar to my Orc. How many twilight may I add....(1) or (3)?

And I would assume the same logic will apply to "Demands of the Sackville-Bagginses"

Then that means that if I have (2) "Betrayal of Isengard" in play and exert Gandalf once, I wound Saruman (4) times.

No, Betrayal of Isengard is an action rather than a static effect. Actions are unique in that the cost payed for them only applies to one instance of that action (eg, if you exert gandalf for Glamdring, you may not also wound Saruman twice for the same exertion with Betrayal of Isengard). If you have 2 Betrayal of Isengard in play and your opponent draws a card in the shadow phase, [2] will be removed because each card triggers separately.

Any bolded phase action can only be used one at a time. You have two Betrayal of Isengard in play, so you choose which one's action you are using, and that's it.

Contrast this with cards like Stewards' Legacy. "Each time Boromir exerts, you may exert a minion." So if you exert Boromir twice for Ithilien Blade, each exertion triggers Legacy, because it is a triggered effect, not a phase action.
