Cannot participate in skirmishes, regardless of other abilities.

Lover, not a fighter. I don't like his cost to play him, should I make it different than the original Tom Bombadil?

This could make a muliticultured deck nearly inivincible.  Maybe have a large exertion cost with it? Otherwise I love the idea.
