Conceding is fine, but don't let someone wait on purpose..

While the spirit of the law was broken, I can't do much about it based on circumstantial evidence.  The game replay shows a concession, but not the timing of how long it took to concede.  If this becomes a pattern there will be repercussions for offenders, however I'm not ready to go stricter than the CoC and the game coding at this point.

I can also say that tomboleus was being a jerk on Sept 16...
My statement comes from having to tell him to come back and finish a game (he had ragequit, but then saw my message and could re-enter after a while to concede).
I agree with Merrick H that perhaps there is not enough evidence with this case or measures to take (http://www.gempukku.com/gemp-lotr/game.html?replayId=daisukeman$4d1vyh3b7jrwkt4s), but it was my moral duty to confirm he was acting like a total jerk.

Perhaps gemp accounts could be tied to a valid e-mail address..cause you know ip ban is not enough..

There may be a lot of legitimate reasons why he would leave the game at the start, but he never communicated them via the chat. Therefore I assume he quit because of an unfavourable set up for him in the beginning.
