Look, the designer of RoS, T&D, and AE was NOT GOOD at designing LotR cards. He designed the
Mount Doom set, for crying out loud. His expertise was in Star Trek, but D wasn't going to spend the money on another designer, so they (Warren and Cindy) depended mostly on playtesters to catch and fix things. Brad (the set designer) got tons of feedback from the few playtest teams they had left about how broken just about everything in those sets was, but he chose to ignore it (probably due to deadlines) and that's why
Frenzy of Arrows was printed as it was. Once it was released and D could do something about it, it was decided that the quickest/easiest way to deal with it without playtesting alternatives was just to neuter it completely.
