Sites in Open Format

So I was just wondering what sites to use in open format offline. Because you have to add twilight for the region number do you have to use sites from shadows and beyond to keep the twilight reasonable?

It would be typical to do that. You could use sites from before if you want to, you'd just ignore the extra twilight generated from region, as that mechanic goes hand-in-hand with Shadows sites. Pre-shadows sites don't always work that well with post-shadows cards though.
