ARTICLE 2. Imperialism and the Generation of Mercantilist Companies
The Imperial Republic of Drakesmark is a Mercantilist-Colonial-Imperial Republic. That is, Imperial Control is to be extended though economic and cultural assimilation rather than military force. Military force is, however, a vital part of the economic system, through the generation of Mercantilist Companies which are entrusted with certain governmental powers. [Hist. Ref. The British East India Company]. The Drakesthing Council alone has the authority to create Mercantilist Companies. (Private citizens may still create their own economic units, companies, et cetera. These companies are not Mercantilist Companies.) Controlling interest in these private Companies is invested in the Drakesthing Council at the following ratio: 60% of stock within the generated company must be owned by current members of the Drakesthing Council. 40% of stock within the generated company must be auctioned to the private citizens, and may not be owned by any member of the Drakesthing Council. In the event that the Drakesthing Council comes to own more than 60% of stock in a Mercantilist Company, that Councilmember possessing the greatest amount of stock in the Company must, immediately following the next Council session, auction the excess portion of the Company stock, not exceeding half of his or her possessed stock. If the Drakesmark Council still possesses more than 60% of the Company stock, the process must be repeated after the following Council Session.
ARTICLE 3. Exclusive Powers of the Mercantilist Companies
If a Mercantilist Company is generated, that company has the following powers which may not be violated, save by Disbanding that company (see Article 4). These powers are exclusive to Mercantilist Companies.
Freedom of Independant Governance of Company Affairs, to be controlled by Stockholders.
Freedom of Dependant Governance of Company territories.
Freedom to train, equip, and exercise military power in the following purposes: defense of company authority, defense of company property, defense of company employees, national defense, peacekeeping within company territories, and military action against non-recognized nations, insurrections, out-of-uniform combatants, and terrorists.
Freedom of Representation and Singe Vote within the Drakesmark Council.
Power of Monopoly over international trade within defined boundaries. These boundaries are defined at the creation of the Mercantilist Company, and may not be altered, except as stated in Article 4.
ARTICLE 4. Disbanding or Altering Mercantilist Companies
If a Mercantilist Company is to be disbanded or the Boundaries of Monopoly altered, the Drakesthing Council may vote to do so. In order for a Company to be disbanded or Monopoly altered, there must be a 66% majority vote to do so.
ARTICLE 5. Boundaries
Because the Imperial Republic of Drakesmark is a Mercantilist-Colonial-Imperialist nation, the boundaries thereof are undefined. The Mercantilist Companies are granted governing rights over territories they bring under their control. Thus, the boundaries are defined by the people and the assimilation of others.
ARTICLE 6. The Drakesthing Council
Will be made up of whomever AgentDrake feels like, including, but not limited to, all the voices inside his head. Foreign ambassadors and dignitaries may, on rare occasions, be admitted to the Drakesthing Council as voting members. This is to encourage interaction and explore the possibility of (not enforced policy of) assimilation, should that nation wish to become a part of Drakesmark, and [insert propagandist euphamism:] Drakesmark a part of that nation. Each Mercantilist Company also is required to contribute one voting representative. The Drakesthing Council acts in the name of the High Imperial Lord, AgentDrake.
ARTICLE 7. Taxes
There are no taxes. The Mercantilist Companies contribute directly to the Drakesthing Council via 60% stock ownership.
ARTICLE 8. Military
The Imperial Republic of Drakesmark must, at all times, maintain a technologically advanced, and strategically versatile military. [Hist. Ref.: In the past, such strategies as the regeneration of dead tissues to create plague-bearing zombie armies, the use of sleeper virus bio-weapons, and anti-matter ballistics and assassin bombs have been employed for warfare, peacekeeping, and controlling the Balance of Power.]
Mercantilist Companies may be called upon to provide military power to the nation.
The Imperial Republic will maintain a military independent of the Mercantilist Companies at all times.
ARTICLE 9. Peacekeeping
The Imperial Republic reserves the right to rain apocalypse down upon anyone who threatens to destabilize the balance of power.
ARTICLE 10. International Organizations.
The Imperial Republic of Drakesmark is one of the governing members of the international organization known as The United Moderators.
Drakesmark is loosely allied with the Order of the Shieldmaiden, an international personality cult.
ARTICLE 11. Of "Drakesnark"
Those who to mock our noble and glorious nation with the abominable name "Drakesnark" will be destroyed.
