To me, it seems to be Gondor, (with a strength 8 companion, strength boosts, and choke), but Dwarves but also have a bunch of strength pumps, but start at 6/3, rather than 8/4 or 7/3, but
Endurance of Dwarves
also isn't unique, unlike
TSOE
is. What is the most well-rounded culture in FOTR block?

It is probably Elves or Gondor, with the reality being that you mix the two together and you have the most common Fellowship block deck.
Legolas, Greenleaf
,
Arwen, Daughter of Elrond
,
Aragorn, Heir to the White City
, and
Boromir, Lord of Gondor
are effectively the super-friends out there and with Elves you add
Secret Sentinels
(condition discard) to Gondor's strong companions, and a little bit of extra pre-skirmish wounding.
Of course by set 10, Elves are the clear winner since they can do everything, and Dwarves probably come in second place thanks to
Durin III
and
Blood Runs Chill
