bridge of khazad dum bug?

Here is a replay where my opponent used the bridge but could not get the rare Balrog with enough twilight and moria goblins in play. Maybe he discarded the balrog but why would he do that? Perhaps he misread bridge? Was there a bug?

Moved to Valinor, the correct spot for Gemp bugs.

And for posterity's sake, this was determined in the gemp chat to be the fault of the user owning the deck; they did not have a Balrog in their deck to play.
