Changes I'd make to the shadow:
-4 Gates of the Dead City
-2 Dark Temptation
-1 Black Marshal
-1 Attea, Wraith on Wings
-1 Morgul Creeper
-1 Morgul Lurker
-2 Streaming to the Field

+4 Captured by the Ring
+1 Gollum, Dark as Darkness
+1 Nelya, Third of the Nine Riders
+2 They feel the Precious
+1 Lemenya, Eternally Threatening
+1 Morgul Ambusher
+1 Evil-smelling Fens
+1 Led Astray

Also I'd experiment with a variety of Witch Kings. Captain of the Nine Riders and Morgul King can work well here too. Ring of Terror, The Pale Blade and Too Great and Terrible are also cards you can try. Or Gothmog, Morgul Leader + Enquea, toto goes well with your list in general, and with the cycling potential of your freeps side, you can probably pull it off quite often.

Thanks for the input. I agree on the Witch-kings, having a morgul king in there would be good. I did end up adding 2 nelyas, and want to remove black marshal. However, I would say that dropping dark temptation/gates of the dead city and streaming to the field and initiative stuff, I would say drop one of those gambits and keep the other. Gollum. DaD is a good idea, will experiment.

With all these modifications, this is the list I come up with:

Ring-bearer: Frodo, Courteous Halfling
Ring: The One Ring, The Great Ring

Adventure deck:
Anduin Banks
Anduin Confluence
Doorway to Doom
Helm's Gate
Barazinbar
Mithlond
Mount Doom
Starkhorn
Sirannon Ruins

Free Peoples Draw Deck:
4x Durin III, Dwarven Lord
1x Gimli, Opinionated Guide
4x Gloin, Son of Groin
3x Thrarin, Smith of Erebor
1x Gamling, Defender of the Hornburg
1x Armor of Khazad
3x Dwarven Axe
4x Dwarven Bracers
1x Gimli's Armor
1x Gimli's Battle Axe, Trusted Weapon
1x Gimli's Helm
4x Hand Axe
1x Erkenbrand's Horn
1x Sting, Bane of the Eight Legs
4x Axe Strike
2x Battle to the Last
3x Blood Runs Chill
2x Proud and Able
2x Stout and Strong
1x Rohirrim Doorwarden
1x Robin Smallburrow, Shirriff Cock-Robin

Shadow Draw Deck:
1x Gollum, Dark as Darkness
2x Gothmog, Morgul Leader
3x Morgul Ambusher
4x Morgul Brute
3x Morgul Creeper
4x Morgul Destroyer
1x Morgul Squealer
1x The Witch-king, Black Lord
1x The Witch-king, Morgul King
3x Úlairë Cantëa, Faster Than Winds
1x Úlairë Enquëa, Lieutenant of Morgul
3x Úlairë Enquëa, Thrall of the One
2x Úlairë Lemenya, Eternally Threatening
2x Úlairë Nelya, Third of the Nine Riders
2x Úlairë Nertëa, Dark Horseman
4x Captured by the Ring
1x Black Marshal
1x Dark Temptation
2x Flung Into the Fray
4x Gates of the Dead City

Dropping the initiative stuff, just too risky. Gates still in, with the addition of toto and morgul leader.
He who breaks a thing to find out what it is has left the path of wisdom.
