Minions with assignment actions (or Shadow events with assignment actions) can only be assigned to an unassigned companion, and they cannot already be assigned.

This is to prevent abuse of minions with assigning gametext like Mountain Orc.

Assignment actions first, then all remaining minions are assigned.
