My suggestions:
Use
Sam, Great Elf Warrior instead, and drop a
Hobbit Sword for another
Nice Fish (maybe even 2). Gives you a 6-strength Sam to start with, which ain't bad. And IF you can find room,
A Promise is very nice in a deck like this. A few of those and a sword can turn Sam into a respectable fighter if Smeagol can't handle everything.
For the Shadow side, consider
Not This Time!, a wonderful way to use those threats added by
Fat One Wants It and
Captured By The Ring. I'd drop a couple
FOWI to get a couple
Not This Time in. Also maybe toss in a couple
Treacherous Little Toad to keep sanctuaries or other healing from bringing companions back from the brink if you can't lay that last wound or two on them early enough.
Other than that, it looks good. Unless I happen to ever play against it, in which case it looks bad, very bad.
