Here is what I decided on.

 Starrting Fellowship:
 Smeagol, Bearer of Great Secrets
 The One Ring, Such A Weight to Carry

 Fellowship:
 4x Poor Wretch
 2x Fishing Boat
 Something Slimy
 4x One Good Turn Deserves Another
 4x Duality
 4x Nasty
 4x Out of All Knowledge
 4x Not Listening
 4x There's Another Way
 2x Safe Passage
 2x Gladden Homestead

 Basically, this deck revolves around getting Not Listening. You use OGTDA to play forest sites and then use Safe Passage to remove 4 and give them 0. Speaking of Safe Passage... this is my site path.

 Dammed Gate-stream
 Fangorn Glade
 East Road
 The Angle
 Crossroads of the Fallen Kings
 Old Forest Road
 Caras Galadhon
 Shores of Nen Hithoel
 Anduin Banks
 
 You keep moving and if you have to, use Smeagol's second text to discard all minion's.

My first suggestion would be to get rid of Duality. I hate that card. It wastes card space. You will need to add twilight in the fellowship phase to make it work, meaning less pumps, meaning more dead Smeagol Put in Clever Hobbits.

 I do add during The Fellowship phase. Poor Wretch, Gladden Homestead, Fishing Boat, and Something Slimy.

I would only use x2 or x3 of not listening. How could this deck revolve around it if you aren't even supposed to have a skirmish phase.
Duality is ok but there are a lot better smeagol space fillers such as: where shall we go, Don't follow the lights (which also works a bit better than smeagols text because not listening removes 2 burdens but only heals once.)

Im only kidding. I could never be like one of those people who give advice on decks.
But I can't wait to play it.

I love Son of Denethor!
As for come away, It's ok, but If you use it, That means that  the shadow player (mostlikely me or beregond25) won't be able to play minions, and that means that you wouldn't be able to use not listening to heal yourself, so I wouldn't put it in.

If you need cards to take up space I would just put like pumps or something for Faramir.

Still far ahead is also a nice addition, and you play your own site + the twilight is reduced. Follow Smeagol does the exact same thing, well at least the part of playing the next site, which is essential to a solo-smeagol deck. I played once on a tournement vs a guy who constantly replayed Caras Galadhon and that is just dirty. For all the exertions I also added Nice Fish. That way I could possibly heal Smeagol, and it might be one condition to toss with Clever Hobbits....

You know that Smeagol as your Ring-bearer doesn't add a burden at the start of the game, right? The Ring-bearer is "placed" not "played".

1 Softly Up Behind

I am playing rivers for safe passage. First Dammed Gate-stream and Caras Galadhon as nine site finish.

Dammed Gate-stream
Mithlond
Imladris
Fords of Isen
Anduin Banks
Anduin Confluence
Caras Galadhon
Anduin River
Shores of Nen Hithoel

Trick is to bid 2 grab Follow Smeagol and run, map Imladris to remove 2 burdens. Cycle to Safe Passage and run like mad and give about 4-5 points max in third region. Shadow will stop with Shores of Nen Hithoel just play bunch of useless orcs:D. Nice fish keeps Smeagol healthy for Follow Smeagol. If I am able to map all sites I face no more than two minions per game.

From testing so far rivers proved best. Forest make very bad matchup against nazghuls and Undergrounds against orcs. And Fords of Isen rocks:D
