So the question is can I start them 2 in my starting fellowship and one more companion like legolas or arwen .

No, unfortunately you cannot. Starting fellowships come down one character at the time. So, you play the first one at 3, then the second one at only 1, and then you've met the maximum of four. Even though the first one's cost is reduced once the second one comes down, you've already "paid" for it.

 EL is right. I was wondering that when I started to play. This is common throughout the game. I should mention that you can't start Horsmaster and Theoderd.

I think what leo is trying to say lol, is that this statement is incorrect. You can play Eomer HM then play Theodred no problems.
