Starter Deck Foils

When people get foils of the main character promo from a starter deck do they come from the starter deck or from booster packs?

Such as:
•Aragorn, Driven by Need (7P364)
You can only get it in a Return of the King Aragorn Starter deck, but can the Promo cards be foil or do those  come from boosters? Because I remember hearing that cards in Starters aren't foiled at all.

Reflections boosters sometimes have them. I got a Sam, Great Elf Warrior foil in one of those.  :hey:
