I don't think that cultural restriction actually makes sense on Gandalf who after all helps all the Free Peoples. I think I would just remove it and the rest would be fine (except I'd maybe reduce the strength bonus to +1). Also, the last sentence should be "Each time bearer wins a skirmish, you may exert him or her to remove a burden."

Again I don't like the [Gandalf] restriction, I just don't see the flavour given that Saruman had large dealings with Elves and Men as well. In fact, I'd prefer if he came in the [Isengard] culture as a Free Peoples card (just because he's not evil doesn't mean that he shouldn't use his symbol, the White Hand) and perhaps his aid cost to add some threats.

On this one I can see the [Gandalf] restriction. Seems powerful, but fair enough. Look at my note on Olórin for the wording though.

Where did you get this name from? I thought the blue wizards were called Pallando and Alatar in Valinor. I think this one could lose an ability, either the defender bonus or the original strength bonus.

Again where did the name come from? I think I would rephrase the restriction "When the follower is transferred to a character (except a [Gandalf] character), discard your hand" or "discard 4 cards from your hand" which I think is fine. I don't think the second ability needs to spot a [Gandalf] companion, I feel like the cultural restricitons is already ingrained on the card. Maybe it should exert the bearer though.

I think I would make the damage +2 conditional at underground or mountain sites and leave out the non-roaming; it doesn't seem to fit the Balrog all that well.

There is a reason for it!
first, I want to avoid to give some of those cards the same name as already existing cards have (so I can Pallando an the new pallando)
second, I think that due to that many people may remember better their name according to their subtitle (eg Pallando)

I think only gandalf would wear gandalfs hat so id make bearer must be him and give him muster anyway. Its an extremely powerful card, i might limit it to regroup stacking otherwise its way too flexible. Also state [Gandalf] spell.
