Well, what'd you think of my suggestions? Btw I also suggest you keep the focus off resources, but on the people. Your government's agenda and policy will have different affects on different classes and people will can be happy, unhappy or content, depending on your actions. I have a pretty well-developed idea for the game; PM if you want me to explain it. ;)
