Does the (limit 1 per site) work like this?:

Let's say this card comes out at site 5,
3 Guls win skirmishes, can you add all 3 tokens because you can already 'spot' 3 sites? (so you should be able to add 5 tokens if you can win 5 skirmishes)

or

Can you only add 1 token because you can only add 1 token per site?

I would like to know if 'limit 1 per site' means you can only add 1 token per site
or can you add as many tokens as there are sites out?

 You can only add 1 token for each site a Gul wins at. And only one gul per site.

Yes, while you are at a particular site, you can only add 1 token. Once you are at the next site, you can add another 1 token.
