 Here is a no rare hunter block fun deck.

 Starting:
 Frodo, Weary from the Journey w/ The One Ring, The Ruling Ring
 Madril, Loyal Lieutenant
 Ranger of the White Tree

 Fellowship:
 Aragorn, Swift Hunter
 Damrod, Dunadan of Gondor
 2x Unyielding Ranger
 4x Ithilien Blade
 4x Dunadan's Bow
 2x Shield of the White Tree
 4x Ranger's Cloak
 4x No Travellers In This Land
 4x Defenses Long Held
 4x No Quicker Path
 4x Portico

 So you see the point right, straight up fighting. IB + (S) Madril for emergency's. Gorn + No Quicker Path for more strength, Damrod for Healing.

looks nice! I`ve never played with roaming fortifications, wonder if it works. But with Jord`s advice....

May I recommend Mablung, RoI as Third Level gets thrown on in the skirmish phase

Or if you want to focus on IB then Second Level

While We Yet Live is an AWESOME pump if you go roaming beatdown

I love this deck ideal and I am trying to get the cards to make this happen. Sadly I am doing it way later and certain cards are just to expensive to make it happen fully. Like the Ithilien Blade I can get 4 of them for around $22.00 but that is still quite expensive for me. So I may have to stick to Gondorian blades/Swords and a couple of other cards but got some of it on the way.

No $22.00 for 4 IB not just 1 but still yea I know what you mean. My one friend is not to bad and may not care quite as much on a printed card here and there but my other friend is a bit more of a stickler. Understandable y  I can see his point because really most of us has purchased cards up to Black Rider, some Bloodline but not very many. I myself have purchased what I could on the Hunters, a tad bit on RoS,and T&D but there is just some rares in those latter sets that are just a way to much money. They really have no desire I guess to go after those latter cards where I do to some degree, I guess they do not care that I build decks out of those cards but I am sure they would much prefer that I do it having purchased the card the right way instead of just having them printed out.
