Can you use both these cards at the same moment when playing a minion or does each card represent one action and thus you cannot both exert and reduce the cost?

Black Marshal
Morgul Gates

Each card is a separate action that cannot be used on the same minion being played.

Phase actions can't be combined, so it's one or the other.
