Pretty simple question, but I haven't played in a year or, and neither have my friends

Anyway, we were in argument about cards like
Fury of the White Rider which have a cost to spot a certain amount of twilight, but at the same time, cost just as much as the amount they specify to spot.
In other words, there's

Fury of the White Rider in maneuver, which adds

It was multi, so my one friend (Freeps) argues that it does, and my other (fellow Shadow) argues that it doesn't, since that makes the spotting requirement redundant. Who's right? I can't believe I wrote this much for a simple question, but enjoy the story
