I'm sorry to have the draw the line here, but remember: no graphical cards on this site due to copyright violation, Decipher, Tolkien estate, New Line, yadda yadda yadda. Anyway, I know you're thinking of adding LotR/Hobbit cards with images stolen borrowed from other films (say, Smaug with a dragon from Dragonheart) but that's not a good idea either. :P

As an unpublished author, I understand copyright laws.  That is why my origianl post was asking what lawful loops needed to be jumped through in order to create new cards.  Needless to restate, the idea was shot dead before take off.

As I said before, Time permitting i would be willing to design ne cards. I did this for myself before and I have several Photoshop templates to make cards.
