Starting fellowship

Hi I want to know if this starting fellowship is possible.

Faramir Captain of ithilien  (  cost 3  -1 due to his texts)
Ranger of the white tree * 2  ( cost 3 -2 if i spot an unbound companion with a TW cost of 3 or more)

My question is:  I play Faramir as my first starting companion, he cost 2.  Then can I play Ranger of the white tree? Since i can spot Faramir has 3 as his Twilight cost ( since twilight cost occur only when the card is played?)

Hopefully I am clear...

I was going to answer this, but I'll save it for the experts. The more I look, the harder it is for me to determine whether Ranger of the White Tree is referring to himself being -[2] or the other character -[2].

yes you can, cause no matter what, Faramir's cost is 3.

Ranger of the White Tree is referring to himself as being twilight cost -2 (otherwise it'd be something like "that companion's twilight cost").
