Can I make someone move with Osgiliath Channel even if the move limit is already reached? I did last game while wizard storm was on it and saruman, MoFF with Orc Commander was out   :uh-huh: :hey: :twisted:

No, you can not.

You can not force someone to choose an action he is unable to perform.  Since the FP can not choose to move again if the move limit has been reached, then Osgiliath Channel can not be used to force the FP to choose to move again.
