then I play morgul destroyer, can the free people just add 1 threat to prevent the the wound to the ringbearer?

Assuming there is a nazgul, then no.

The free peoples player must wound the ring bearer if he cannot add 2 threats prevent.

I think you add 1 burden. From the CRD:

If the effect of a card or special ability requires you to perform an action and you cannot, you must perform as much as you can and ignore the rest. (See limit.)

When the threats are at their max level, even then you don't get to take a wound. The Destroyer has simply no effect at that moment. It is a prevent option, option meaning you can choose to, not forced to.

Isn't that like the City gates scenario? if you have 2 threats and 4 companions you just add to 4 threats not more.

It's more like the reverse; the FP may wound the Ring-bearer to prevent the threats. The FP doesn't have to do this, particularly if no new threats are coming.

Wait...this has pretty serious implications. I always thought that you had to wound the Ring-Bearer if you could not add the threats. I suppose I was wrong!

No, of course not!

If you are all filled up on threats, tough luck for the Shadow...
Kinda like... using DaD's shadow phase action on an exhausted RB.

Happily for the FP, the Destroyer is not like DDotR, where you have to choose an action you can fully perform (i.e. worded like "...to make the Free Peoples player choose to either add 2 threats or wound the Ring-bearer.").

You as the FP just decide on whether to prevent the effect or not, and if it turns out the effect would fizzle anyway, then you're home free.

It's all in the wording.  If the card said "Add 2 threats or the Free Peoples player must wound the ringbearer," then if you could not add the full 2 threats the wound must be placed.  With the wording as is the Free Peoples player has the option to wound instead of adding the threats regardless of the amount of threats possible.

Or yet another example would be:

"...spot a Nazgul to wound the Ringbearer. The Free Peoples player may add 2 threats to prevent this."

Which would play as you were thinking, ket.

Although in that example, the threats are now the option.  IF there was some reason the ringbearer was unable to take wounds that phase, you would not be required to add the threats.

what really happened is that i have a nazgul played, then i played morgul destroyer, he opt to add threats rather than wounding the ringbearer, since he has only 4 companions and 3 threats, he added just one threat then that's it, prevented the wound.. then i played another morgul destroyer, he then opt to add threats but he couldn't  and prevented wound? is this correct? it was like morgul destroyer's ability is non sense.. i felt sad

I wouldn't say that morgul destroyer is nonsense - it is just that any card that adds threats is restricted by the number of threats you can add. If the threats aren't there it is tops. If they are, well you have achieved what you wanted anyway.

I wouldn't rely on Morgul Destroyer to wound ringbearer (because as the shadow player you can't control that).
