The only rules are: No more than 4 copies of one card in your deck (3 of the of the ringbearer). You can not have less than 30 cards on each side (free people and shadow). The number of cards on the Free People and Shadow sides must be equal. Exactly 9 sites in your adventure deck.

Yes, you can combine sets as you wish. The sets you choose cards from will determine the format of your deck.

You can make a casual deck if you like. That's what I do. My real life decks all have no format! :)

Don't listen to Kenddrick. Stick to formats, that is the best idea. With cards from 1, 4 & 7 you could make a movieblock deck. Movieblock contains set 1-10, with a few exceptions, but those are to be found in the link I gave.

But if you are the only one in your area playing, you might as well built a no-format deck. :P

No format essentially means you are playing open, but then you should use a different site path available from sets 11 onwards.

You are using set 1,4 and 7 means you are playing movie block. This means you should use only the sites you have from set 7. It seems complex but the game works best if you stick to the way the game is designed to be played - otherwise you might encounter some problems.

The comprehensive rulebook can be downloaded from this site

I would also recommend taking a look at GCCG and Zorbecs - zorbecs allows you to build your deck and GCCG allows you to play online for free against players all over the world.
