All blocks.

An X-list of broken cards (like Steadfast Champion).

You cannot have one of the cards in your deck that form a popularly agreed 'Broken Combo' For example: You can have either They Stole It OR Not This Time in your deck, but not both.

No culture cross in the shadow, to prevent cards like Demoralized from being abused.

Any other suggestions, broken combos, or a specific X-List we should list?

Monoculture Shadows only... are you kidding? Talk about limiting options.

If I was to actually play Expanded, I would suggest that it also adopts the Standard X-list. I see no reason for it NOT to include the cards banned in Standard.

This would be nearly impossible to do as not everyone will agree about what is broken and what is not...

Exactly, but I thought I'd try.

The problem is, my decks do not have any broken combos, but they still don't fit in any particular format, other than expanded. There has to be a good way to fix that.

It doesn't really trouble me, I think I can win in expanded without broken decks, I just hate having options blocked.
