Just thinking about it - whether RotEL is available this week or not is not necessarily a valid counter argument. It remains an out-of-print set that is hard to obtain, and it is part of a simple introductory format for new players. Additionally, postage to Australia is almost more than the set itself.
It is important to remember that LOTR is a global game. Access to cards that are out of print is hard. Some players are not willing to use international Ebay, and will be less likely to buy when they see the high postage costs. (Two years ago i bought boxes of LOTR from wild thing games for $12 USD international postage - now it is more than that for a set - unless US postal system has had a steep increase in price then something is not right here).
All that said - with RotEL out of print along with other sets - it is a big challenge to create a level playing field for new players - and this is a barrier for a revival of the game. Printing proxies from this set to play Fellowship of the Ring block would go along way to opening up the game to new players without the exclusive use of GCCG.
I feel trapped at my end - i don't have cards to hand out for free - but i have access to a large card playing community. A PC has made Star Trek bigger now than it ever was when Decipher made it - with the right actions from a PC perhaps we can achieve the same.
