When you say "reveal a site from your adventure deck," do you choose the site?

Hmm... in that case, Circling High seems a bit undercosted for something so flexible, as long as you bring 2-3 useful sites to keep "in reserve" for it (e.g. Caras Galadhon, Cavern Entrance, Fords of Isen, Heights of Isengard, North Undeep, etc.). Compare Circling High + North Undeep to Lorien's Blessing (similar cost, but much more flexibility since Circling High doesn't lose its usefulness when up against non-archery decks).

Maybe make it:

[4] •Circling High [Gandalf]
Condition • Support Area
Toil 2.
Maneuver: Spot an Eagle, discard this condition, and reveal a site from your adventure deck to, until the end of the turn, make the fellowship's current site gain the game text of the revealed site.
... the birds were already high up...

I made it a condition so you can't use it more than once per turn.

I really like the concept, though.
